Oslo's Volve raises $3M Seed to bring AI intelligence to construction tendering — OBOS Ventures backs its own platform
An Oslo-based AI intelligence platform for construction tendering that reads and analyses tender documents, drawings, and contracts to help main contractors and public clients assess bid requirements, price risk, and commercial exposure before submitting.

Volve (Oslo) has raised $3 million (approximately €2.7 million) in a Seed round led by Skyfall Ventures, with participation from J12, Norrsken Evolve, OBOS Ventures, Antler, StartupLab, and angel investor Daniel Kjørberg Siraj — the former CEO of OBOS, the Nordic housing cooperative and developer. The company was founded in 2024 by Herman Smith (CEO), Abyl Ikshanov, and Alf Jørgen Dovland.
Volve builds an AI intelligence platform for construction tendering and preconstruction. The platform ingests tender documents, technical specifications, drawings, and contracts and maps the relationships between requirements, project scope, and contractual risk. Main contractors use it to assess whether to bid, how to price a submission, and where the commercial exposure lies in a given tender package. Public-sector clients use it to analyse procurement documentation at scale. The platform has been used across 2,500-plus construction projects in the Nordics since the company's founding two years ago.
Tendering as the margin moment
The company's core observation is that construction is a project-wins business, and that the decisions shaping each project's profitability are made in the days or weeks before a bid is submitted — often under time pressure, from thousands of pages of interconnected documents that a project team cannot fully review manually. A mispriced tender, a misread specification, or a contract clause missed under deadline pressure can define a project's margin before a single foundation pour.
Volve's AI reads across all the documentation simultaneously, surfaces conflicts between specification sections, flags unusual contractual risk transfer clauses, and builds a structured view of the bid's commercial exposure. The next product development priority is a graph-based cross-project knowledge layer: a structured store that retains and indexes institutional knowledge from past bids, so a main contractor can ask what similar projects cost and what the contractual surprises were — drawing on their own firm's history rather than starting each bid fresh.
Skyfall's third Nordic AI infrastructure bet
Skyfall Ventures leads for the third time in recent months in the same vein: Visoid (Oslo, AI for architectural visualisation) and HIVE Autonomy (London/Norway origins, AI for industrial machine control) were both Skyfall-backed investments in the past two months. The common thread is AI companies solving high-friction, documentation-heavy workflows in industries that digitised later than software and professional services.
OBOS Ventures' investment is separately notable: OBOS is one of Norway's largest public housing developers and a Volve customer, which means the investment comes with direct operational knowledge of the product's performance at institutional scale. Daniel Kjørberg Siraj, the former OBOS CEO now investing as an angel, reinforces the customer-to-backer conversion pattern. Norrsken Evolve also participated in the recent Velatir Seed — another Nordic infrastructure AI round in August, suggesting consistent early-stage interest in European AI tooling for process-heavy industries.
The capital goes to deepening the product for main contractors and public clients, building the cross-project knowledge graph, and beginning expansion into the UK and Continental Europe.
