Calliora raises $6M Pre-Seed to catch hospital billing errors before they reach insurers

A Munich-based AI platform that layers atop existing hospital billing systems to flag coding and billing errors before invoices reach health insurers — reducing the rejection rates and audit exposure that German hospitals face under tightening regulation from 2027.

Calliora (Munich) has raised $6 million (~€5.5 million) in a Pre-Seed round co-led by Bertelsmann Healthcare Investments (BHI) and Redalpine, alongside angels including Dr. Ulrich Wandschneider (former CEO of Asklepios and Mediclin), Sara Siegel (Deloitte Global Health Sector Leader), Peter Sarlin, and Frank Hutter (AI researcher, Prior Labs). The company was founded in 2026 to address a specific and time-bounded problem in German hospital finances.

The billing error problem — and the 2027 deadline

German hospitals bill health insurers using diagnosis-related groups (DRGs) and OPS procedure codes. Each invoice is multi-line, technically complex, and subject to challenge. The Medizinischer Dienst (MD), Germany's independent medical review body, audits a meaningful share of inpatient invoices; under current rules, high rejection rates trigger additional audits.

Those rules tighten in 2027: hospitals with a rejection rate above 35% will face audits on up to 40% of all their invoices. For hospitals already near that threshold, the potential operational and cash-flow impact of expanded audit exposure is material — a financial argument for pre-submission error correction that doesn't depend on a long-term software ROI case.

Calliora's AI platform sits atop existing hospital information and billing systems — it does not replace them — and flags coding and billing errors before invoices leave the hospital. The proposition is straightforward: catch the error before the MD does, preserve invoice value, and keep audit rates under the threshold.

The investor angle

BHI brings strategic proximity to the hospitals Calliora needs to sell to: Bertelsmann's services division is active across German healthcare administration, creating natural distribution access. Redalpine, known for early commitments to N26 and SumUp, takes a different kind of bet here — enterprise compliance software with a regulatory tailwind rather than a consumer growth play.

Dr. Ulrich Wandschneider — former CEO of two of Germany's largest private hospital operators — is the sharpest validation signal in the angel roster. A lead investor who ran the customer base is an unusual advantage at pre-seed. Frank Hutter's involvement connects the company to the European AI research community from early.

The integration challenge

German hospitals run several common billing systems (SAP IS-H, Orbis, i.s.h.med), each configured differently per institution. Pre-submission error detection requires deep integration with those systems at the billing-data level — a technically demanding integration that is typically slow in public-sector healthcare. The 2027 urgency creates demand; whether it creates fast procurement cycles in a sector that does not historically move quickly is the question the Pre-Seed has to answer.
