C-Clerc raises €1.2M to digitise French notarial offices with sovereign AI

C-Clerc (Paris) has raised €1.2 million from ADNEXUS, the investment fund of Groupe ADSN — the digital services group that supplies infrastructure to French notarial practices. The company was founded in 2023 by Leah Benguigui, Jacques Claire-Sagot, and Clément Couadou, and has reached nearly 500 notarial offices equipped and is approaching €2 million ARR in under two years, with a team of 25.
The company builds a CRM specifically for French notarial offices (études notariales), interoperable with the software systems these practices already run. It layers AI capabilities on top: a RAG-based regulatory intelligence module for case law and procedural queries, an Outlook plugin for email triage and classification, and a practice management module that connects client intake, document workflow, and appointment management.
Why sovereign hosting is a hard requirement here
French notarial offices handle property transactions, estates, and corporate contracts — the most sensitive category of legal and financial data in a professional context. The profession is subject to strict professional secrecy and data confidentiality obligations under French law. Cloud-first CRM products face immediate compliance questions; C-Clerc's architecture keeps data on-premise or within sovereign French cloud infrastructure. ADNEXUS, whose parent group (ADSN) already serves the notarial sector with other digital tools, is a structurally credible investor: it backs a company whose customer base overlaps with its own, and whose data architecture is aligned with the sector's regulatory constraints.
What the 500-office traction signals
The notarial market in France comprises approximately 7,000 études notariales. C-Clerc has equipped roughly 7% of the addressable market in under two years, with about 70% of those clients outside Île-de-France — a geographic spread that argues against an early-adopter Paris effect. The company also reports that approximately 70% of its clients replaced an existing solution, not a manual process: C-Clerc is taking market share from incumbents, not solely creating new demand.
The raise funds product roadmap expansion (additional AI modules, improved client self-deployment capabilities), client support, and commercial acceleration toward the stated goal of €5M ARR by 2027.
